You can add the requesters to your Include list on HF and when they post non-qualled work you will get an alert so you can jump on them

Right place, right time. The closest you can kinda do is set a keyword alert on the forum for a qualification name you're watching for. You'll get an alert if someone mentions it, but it'll likely have false positive alerts if people are just talking about it and aren't actually saying it's currently up.
