My middle school made us take 1 semester of Chinese. We learned nothing except it was fun to teach her to say English curse words and tell her they had other meanings (well, I didn't, but almost everyone else did). yeah it was pretty strange, especially considering the entire town had literally 1 Asian family and they weren't even Chinese. I still don't get it.
Maybe they assumed that by 2016 the US would have been absorbed by China and they were giving you a leg up.
