I'm sure the Derby uses paper tickets for bets. The national and local lotteries do and they are bearer instruments, so you would be stupid to do electronic bet tickets if you were the Derby because you could hope the tickets are destroyed or lost and then you wouldn't have to pay out the bet because of it being a bearer instrument.
