For those working on those driving hits, I needed some clarifications so I emailed them, Here is their response and may help you better understand what to mark.

Thanks for your suggestion.
We have included the good and bad example and detailed instructions in the button "click for more instructions".
For some your questions:
1. If it's a parking lane, it should be Can't change lane because cars in the lane.
2. If there's construction on the road, you can choose no lane or cars in the lane if you can see construction cars.
3. When you are in a parking spot on the right side of the road, you may change lane to left but can't change lane to the right since there's no right lane.
4. If it's in mid-turn when video stops, you should choose turn right/left unless there're obstacles on the road.
5. When it's red light, if you can't see the lanes nearby you, just choose stop because of red light. Usually, the lines at intersection should be solid and you can't change lane when you are already at intersection. You may want to choose can't change lane if you can see solid lines.
6. If there're people crossing road and you can't turn right, just choose go forward. We only consider the short-term action.
