Because they hate us. Or because they want to reduce w/e server issues they were having, except they run AWS and we can't possibly create enough traffic to cause an issue if they actually wanted to fix it for real. So, they hate us.
anecdotally, I'm sure it's to try to force workers to spend more time on batches that go quick, because some requesters are convinced that you can't be THAT fast and do good work.
Hopefully it will be better than before, where it starts to load pandas slower and slower until it starts giving, "Your request was not completed."
