The only information provided was that their review process is propietary and reasons for denial would not be disclosed, but he may be invited in the future.

How often do Canadian workers get admitted? Has anyone heard of someone being rejected and later, suddenly, invited?

I've never heard of anyone being rejected - thats kinda crazy.

There has been a recent acceptance of overseas (and Canadian) workers that have been approved lately. some after years randomly got an email, I would just give it some time and see how it plays out.

This is one of the Great Mysteries of Amazon Mechanical Turk. The tl;dr is who knows. He might never get accepted. He might get accepted at a later date.

The long version is that MTurk was originally open to the whole world. Mid-July 2012, they started only accepting American applicants and rejecting everyone else. Then in March of this year, they started sending invitations to previously rejected international applicants. And also, some new international applicants were being accepted. But this hasn't been consistent. As you just learned, some international applicants are still being rejected. So, who knows. There's nothing much your friend can do but wait and hope for an invitation email one day.
