Got a response from the requester:

Apologies for having blocked you. I am new to MTurk and figured that was the only way to not have repeat participants (I had 4 different surveys and needed different people for each) so I messaged everyone explaining I would unblock them as soon as those were completed so that they could participate in my future studies.

I have now unblocked you as well as learned how to set a qualification to avoid retakes, as you suggest. I will use this rather than blocking users going forward thanks to your explanation of how blocking can be detrimental to the Worker.

I appreciate you reaching out and hope that you will participate in my future studies- thank you!
