Some have had theirs reinstated, some have been able to start over, but without mturk's support no, you yourself cannot just make another account.

you won't get banned over one block. but yea you're sol. You can spend days on the phone with amazon and they might eventually give it back but otherwise you're sol you can't make a new one.

Think @mordea was allowed to make another one, various people including myself have had theirs reinstated. Good luck getting any info as to why you was suspended in the first place though.
