I don't know if this is the case there, but having worked in customer service/fraud for way longer than I liked, often they are required to come back within a certain amount of time - even if it's just to place you on hold again. Write ups/terminations for leaving people on hold too long are not uncommon.

I would get around it by just NOT putting them on hold and describing my every action to them. If they didn't like it, I would offer to put them on hold, but usually they'd rather me prattle on incessantly than have to listen to shitty hold music again.
