I actually never got a clear answer on that.

The original rejection message said "disagreed with other workers" then they changed that to something else.
And then when I was emailing them they said my data was off on a few, though they agreed though that it wasn't as many as I was getting rejected for.

Admittedly I probably deserved a few but for sure not 32.

I never knew they were majority rules. Might as well hold back on them because I'm always terrified I missed a split second where the person goes out of frame. Regardless, congrats

When I asked about it they said it wasn't majority rules.
