You're way overthinking it, I'm not saying mark whatever, but if you make a good faith attempt and most of your other work is good, they'll accept it. There's some businesses out there, specially the "consulting" kinds, that I don't think they even understand what they do.

yeah and there are some things that are mainly a service but also offer goods. i know they don't make their own goods so they're not the manufacturer but I wouldn't really say they're a retailer because their main thing is the service aspect of it

Do they sell you the thing, and then offer you labor or a service on that thing? That's both.

I can't read the instructions right now because THEY LOCKED ME OUT THE BASTARDS, but let's say a place installs windshields or whatever. They obviously don't manufacture them, but you mark that as good and services and then put provider instead of retailer, because the service they provide is the most important part.
