It actually depends on the type of Project. I think it was only the survey templates that don't use the Masters default. Now they did remove the warning that used to popup when you would try to switch away from Masters.

I just checked it. The survey template has Masters defaulted off.

Masters is defaulted on for other templates, like image tagging and categorization project. But yeah, the pop up yelling at you if you turn off Masters doesn't happen anymore.
