I have never hammed on PFA's so don't know what your setup is like, or what the timer is on those. But, yeah, that happens to everyone who runs Panda Crazy and Hit Finder/Monitor. MTurk limits how quickly and how often you can reload/view the site. It's a constant fight for balance that everyone finds in their own fashion. I will choose a slower timer in Panda Crazy to be able to not get those, which we all call "PRE's" for "Page Request Exceeded" or something like that. You'll get the hang of it. When I get them without throttling down my timers, I just reload the page until I can submit. (Which will actually make it worse for PRE's, but I'm stubborn sometimes.)

If they start at 13 then you have already started working on that HIT. Are you working in multiple tabs from your queue? It sounds like it and you are just letting them advance to the next HIT by themselves. You will have to go into your queue and choose a HIT that you haven't started already.
