I looked at a few and the work seems to be for JC penny, which i haven't seen before so maybe JCPenny didn't want to pay as much for the work done and it translates to us getting paid less. I wouldn't be surprised considering the quality of their clothes...

I'd put my money on basic business practice. If the work can be completed in a reasonable amount of time with a 40% cut in wages there's no reason why any company wouldn't take that.
