These feel really meh, but maybe I think too hard when trying ot pick an answer.

They do if they don't want to pay the full amount for not the full work, if I'm reading this stuff correctly.

Absolutely true. It's baffling that MTurk would require requesters to take their money back when they WANT to pay workers (and thus give MTurk their cut of the fee).

I absolutely do not want requesters to have the ability to pay less than the full amount for submitted HITs, even if that produces rejections like this a few times a year.

But the HITs are $2.00 and they want to pay $0.25 for the first part of the work. What's your alternative to the rejections? Mine would be to violate the TOS and just do the work people agreed to.

I don't think offering $0.25 is an acceptable option. I'm just saying that it's ridiculous for MTurk to force requesters to reject HITs.

Touché. And if that's why I was rejected, I wouldn't complain. But where else can I vent about an undeserved rejection if not here??

In this situation it sounds like a tos violation on the part of the requester has caused the problem... I don't have a good suggestion to fix this particular situation beyond stressing to the requester that the work was completed in good faith, and should be paid in good faith as the original agreement stipulated without regard to the usability of the results if that usability was not in some way affected by negligence on the part of the worker. murk needs to provide more tools. Specifically a better way to keep in touch with workers without collecting personal information (this appears to be the deficiency the requester was trying to work around)... as well as a more intuitive way to send money to workers if they haven't successfully completed a hit for you.
