One might be the max number that requester allows. There are a lot of requesters like this actually, if you've ever done anything for them it doesn't allow you to work for them again. It's not a good system but there you have it.

Your queue should hold up to 25 HITs just like everyone else's.

I think they are going through and spot checking some more because I had another 15 or so approve from Saturday just now.
