You probably can't. A lot of stuff won't let you cancel without calling cause they want to keep you.

I don't know if something's going on with TO that might be causing all the no TO's. I just picked up a survey from Vivian and it said it had no TO, but when it got into my hits assigned it said it had 7 ratings as far back as Dec 2015

No idea, I have never cancelled and the payment comes auto out of my account, you can access your account online though, I have done that before maybe there is a cancellation option there.

A note about car insurance: each provider has a number of different factors that they consider when calculating your premium.
