Something has changed. I wasnt getting this a few days ago and now it seems like every time I go to submit a code, I have to check if its still in my queue because it wont submit and I get 10x more PRES now

It seems to be only a select few people are having an issue really with it, i haven't noticed anything maybe you have too many scripts running or are getting a PRE when you submit.

Me and @Princess Gina Marie run the same settings and were working on the same batch but for me the PREs were so freaking bad that I couldn't even work on the batch while she didn't get a single one.
And then the next day it switched on us.

I turned off all scripts the last couple days to test. I still have an issue with things I have submitted timing out because they go back in my que and I am too busy to notice. Or have to submit things 4 or 5 times.

You should i can run 10+ pandas plus HF on 1 seconds delay and not get any pres untill i put panda in ham mode...
