thank you! i think what happened was when i reinstalled PC this morning, i ignored and didn't answer the prompt where it asked if i wanted notifications. i couldn't get it to pop back up so i just enabled all notifications.

Took me 10 mins but I had something in mind from my work that kinda fit. If not it's probably really annoying to try to make up a scenario.
