In Sim City 2000, zoned tiles would only build buildings if they were within 3 squares of a road, so the most efficient design is using one long spiral road with six squares in between the revolutions of the spiral. Driving from the outside of the city to the inside would take days. I imagine that's what Survey City feels like.Survey city.
