with how subjective TO1 is, I don't really rely on that much anyway.
not all users have TO, the majority don't really post to TO
and some of the negative bombs may be fair rejections.

As long as a requester is fair and decent with their rejections, I'm fine with it.
The requester can and should be able to reject. their use of the rejection, as long as it's fair, shouldn't be a deterrent to the worker

Maybe better phrasing would have been "unproven requesters."
