Google's servers still think you have that HIT even if you've returned it, so they won't let you have another until that one's timer has expired.
It's basically like reserving a room. Google booked you a room (HIT), so even if you leave the room and don't come back (return the HIT) they won't let someone else have it until your time's up.

At least that's how I understand it. Someone can correct me if I'm wrong.
