They can technically reject for any reason, but I'd challenge that.

Technically it's allowed but that seems awful dumb, I'd say contact them and see if they'll reverse it. Especially if they didn't make the feedback box required.

If it's an academic requester, see if they have an advisor (that's if they are a student) or contact their IRB (or suggest you WILL contact their IRB).

Chances are, they will become reasonable - (ETA: I don't think their IRB would approve of that)

Was it Angela Listy? Because she requires that (and I don't do hers for that reason--her five questions take too long to come up with decent answers and her surveys aren't worth it).
