"Some whiny little shits" have developmental issues and stuff. Some kids are loud.

Some kids with autism or a congenital condition might do it, I've known a few at Caleb's therapist office who don't really have awareness and randomly yell or scream.
Hard to say without hearing what @SleepComa is describing, but if it's abuse, I hope the parents get the shit equally beaten out of them and the kid gets a better chance at life.
