I don't know what HIT you're talking about, but if that's what the requester says to do, either follow the instructions or choose not to do the HITs.

According to their new rules, you can turn them in now if the agent stops responding. It just says blank ones will be rejected now. I'm not for sure if that means that the agent has to respond at least once or not though.
