It's mturks way of 'slowing you down.' Imagine a really good turker with great scripts sending panda's every second. Or someone with a great batch running through a batch - refreshing pages on mturk 'super quick'. Mturk doesn't quite want that.

Mturk puts you in a brief time out. We used to get a notice that we were 'in time out'. Now there is no notice. But if you are using panda crazy, you can look at the top line of PC and SEE the number of very brief hiccup like time outs you are getting. That's why people limit how many panda's they are running at once. (Or anything - because any time you are refreshing a page on mturk - or searching - if you do too much at once.....PRE.

During time out, you can't catch any hits. So, your panda (in this case) is not working.
