When you get locked out, do you get a message when you get a hit?

No it just turns purple on pc and I can't get it... there was a guy in here earlier saying he'd talked to Noah and that he'd told the guy that meant it was probably just capped, and that the cap would lift in 5 hours. But I don't know if that's true or not.
