an irb is an institutional review board.
if you're going to do a study and you are in college or affiliated with a school, you must pass your project through the IRB before you do it. Anything involving people goes through an IRB (and animals :).
The IRB reviews EVERY part of the study to make certain it's honest, fair, and cannot do harm. (Think about those studies that tested syphilis on men....and never offered treatment. Just 'watched and tested them' as they deteriorated.). The IRB wants to prevent abuse of all kinds. They want subjects to be treated fairly, with respect
Appealing to an IRB gives the researcher - at the very least - a legit headache. They have to go back to the IRB and explain themselves. Perhaps multiple times.

No one wants to be called in front of the board.

The IRB is there to protect you :). So, appealing to them, if they are involved, really is pretty effective.
I worked in higher ed for many years, and this above is all true. Researchers who want to use animal or human subjects need an IRB approval. The board is usually comprised of faculty department chairs and people from other local universities, doctors from local hospitals, etc. Getting IRB is not guaranteed - it can be downright tough sometimes, so if it's threatened, the faculty tense up. If the study goes awry, IRB approval can also be pulled. Be warned - reporting something to IRB is like the nuclear option. If a faculty member's study or grant funding is threatened in any way, the claws come out.

It's a ghost town at work and no motivation to turk. I think I might cut out early and start cooking for hell day tomorrow or runaway. Not sure which one yet.

when i was a grad student we had to complete online training courses on ethics in research involving human participants every couple of years for our lab to maintain IRB approval. i don't exactly remember every single detail from those courses but i have a very hard time wrapping my head around how most of the shit that i hear about getting pulled on mturk squares with that
