How many HITs do you have to do to get upgraded to level 3, and 4?

There's no fixed number. I typically base it off of how helpful our clients are finding the comments in your videos. If you want me to consider "promoting" you, use mturk.com to request the qualification the next time you see a HIT that requires a 3 or 4. (Or send me your workerId in a private message.)

It's just very dead. Biggest "day off" holiday of the year. No requesters posting. Should pick up tomorrow, if life goes like last year. Though it is much slower than last New Year's day.

I'm pretty sure they reset at day change and aren't bound to a rolling 24-hour limit.
I could be wrong, though.
If anyone wants to throw me some test money, I'll transfer and let you know

Not that I'm aware of. First off, are we talking about Payments or transferring out of Mturk?

If it's Mturk, I can transfer out at 2:59a(11:59p amazon time) and then again at 3:00a EST(12:00a Amazon time), after the day change.
If it's payments, obviously I can withdraw multiple times per day, with no 24 hour wait.
