I did a bunch of these last nite and even emailed them cuz the example is backwards according to their instructions

I did if first name was completely american sounding non-foreign if first & last were completely out of the country sounding Foreign.
If first name was american and last was foreign I would put non-foreign unless the last name was a doozy then i put not sure.
