Taxes fund the functions that goverment (fed, state, local) need to provide to citizens. They also do something else that I can't say in this forum per forum rules.

Takes anywhere from 1-12 hours for something to go from approved to paid and ready to transfer.
And anywhere from 1 min to 30 days for something to get approved to begin with. Average is 2-3 days though.

It takes some time for money to become available after a HIT has been approved. It can take anywhere from an hour to several hours. If you look in your Dashboard, anything with a "Paid" status will be available for transfer, but anything that says "Approved" is not available yet.
