It's like a bank. They hold your money and make money(for them) with it. This whole thing is the same as all other sites to make money out there. You can't cash out until they say so. The only purpose in that is to keep hold of the monies as long as possible. The risk is that you could lose it. But they won't...In this era of instantaneous online transfers, it's a scam, if not outright fraud. And since it's the going thing--and has been for years--you can't fight it.

Have you actually done that survey? Or just one with the same title? That pop up will tell me that I've done 8 surveys of that title, even though I've never worked for that requester. Check you HIT records to be certain. If the HIT itself says no, well, then it's no.
It's an issue if you're accepting HITs in different browsers or incognito.
