An exclusion qual usually just means you've taken a survey and the requester doesn't want you to take it again. The request again is just a default, but doesn't really do anything.

I like to err on the side of caution and just return anything that looks familiar, unless they specify that it can be done multiple times. Even if they don't say no retakes, if they're running a study I assume they don't want duplicate data.
