you are I suppose (since they can reject you - in the wild west of mturk, you are always responsible for yourself).
and, of course, they are --for not screening you out.

Keep in mind some requesters are new to the platform. It's a hard place to learn (just like Amazon doesn't give you all the tools you need, they don't give all the tools - or explain all of the tools - to requesters).
