Know I'm replying to my own question, but figured it out. You export and then import the data and it clears the catch because it recognizes them all as paid. Just do the 45-day sync after importing the data.

Also, it seems very slow today. Has it been that way lately?

a few things have popped up here and there - so it's possible to crawl up to goal. But it's August and all. So, pretty horrible.

Yes, it has been very slow lately and still is... August 2019 was not THAT bad.
