It's pretty much an arbitrary line set by mankind. There is no clear border that says that this is space, this is not. So his flight is considered to being in space. Suborbital just means you're not going fast enough to go into orbit, not that you haven't reached space.

I accept the 60 mile boundary that I believe NASA also uses.

while not the same system, virgin galactic's recent test flight went to 56 miles so it didn't make it to my definition of space.

i'm saving my pennies for real orbital flight. might never happen given my age and the wait for orbital flights to become common enough to be a reasonable price instead of the millions of dollars it is now.
