Dumb question, but how do you write a TO review for a requester that doesn't have any yet? I don't see any option to review the requester when I search for them and there's no reviews yet.

If you have their Requester ID and name, you can start a new listing for them with the blank form.

Very familiar with that area. I engineered the cable tv for Loudon County back in 2002? I think it was for Arkadelphia at the time. I just finished the fiber build for Cox in Fairfax in 2001. I am glad I moved out west now....
