You could probably buy the access code for much cheaper and download the e-book for free. It's what I do for my online classes that require an access code.

No, they don't make that much money on developing these texts actually, many college publishers are actually very low-profit industries and some have gone out of business lately. When I develop my classes I rely on OERs as much as possible, but I know it's difficult to get that approved at the larger institutions.

Why do teachers not care if the book THEY chose is going to kill the poor college student.

Sometimes it's mandated by the university -- because they get a percentage of sales. Sometimes the teachers themselves get a percentage of sales.

I was SUPPOSED to have this qual cause the req had a broken ass hit and they said they would just give me the qual....that was weeks ago and I've not had a reply to my emails since.

Waiting 6 days for my 15$ makes me sad.

Is this just for a 1$ follow up hit? Did anyone do this last year?

I did last year and year before. It is a one time follow up hit for $1, super easy.
