This is just my guessing. For all I know the player base can hang around 50-60 and its most of the base. However looking at almost every game I have played with a ladder thats usually how the percentiles run. Gold is top 20, Plat is top 10 Diamond is top 1-2 and then higher than that gets into 0.01 etc.
well the way they did it in hots / hearthstone was that 50 was the worst and you worked up to 1

Yeah 1 is the worst. 100 is best technically but above 100 are heroic levels that tell you out of 500 people on your server your number. So you could be the top 100th on NA.
