Under 200.00 lol My desktop works I just don't use it right now and it is slow. So would it would good just to upgrade things on it?

with that budget i'd say upgrades but at some point it'll be like putting upgrades into a beat up car and its just going to cost more for the upgrades than it would be worth it. For a quick cheap upgrade try installing an SSD instead of a harddrive and add more memory. You could also upgrade the cpu with the new G series intel chips ( https://www.amazon.com/Intel-G3258-Pentium-Processor-BX80646G3258/dp/B00KPRWAZQ ). They have one of the fastest single thread performance and they're pretty inexpensive. Just make sure the cpu slot of the motherboard is the same as the one the chip accepts. If not you'll have to upgrade the motherboard to one that'll work. Upgrading piece by piece will get you there eventually. If you feel like the amount you lose out on due to a slow pc will make up for the extra cost go for it.
You might be able to find something on craigslist too you never know. Just wipe the drive and start fresh if you go that route
