they probably think that is the actual work time you have
Exactly. They think it's an indication to workers of about how long to expect the HIT to take. Sometimes when you see them set super short, they think they're telling a worker that the HIT is going to be fast, and they have no idea workers lose access to the HIT once the timer expires.
