I've only heard of them blocking not rejecting. Hope it is a mistake on their part.

I emailed Dark Matter about that qual and they said:

At the moment the qual is only available to a small pool of workers that we're in close communication with to work through the HIT and make sure it's clear and getting good results and such. If we open it up in the future, I'll let you know!

22618 people have Masters currently.

This is why I have no problem emailing requesters in the early stages of a HIT sequence to express interest in future work. I emailed UserBob asking the next time he'd post a qualifier, and sure enough he did and now I work with him.
