they only want to pay for useful results
completely understandable
but the way they word it seems like they think there are a bunch of idiots frothing at the mouth,
just waiting to see who they can screw over
(visitors to NJ would be used to this type of behavior, from the residents)
and they don't realize how demeaning it can sound,
because from their perspective they think that it's reasonable
