Is that for sure a cap message?

I sometimes get that message and then a bit later can suddenly do more. I don't think I've ever been "capped." Yesterday I did 23 before I had to stop working on them. Somewhere in the middle of that I got the message, but then a bit later I could do more.

(The day before I got the message after 20, but then didn't try more later on.)

yesterday it showed there were quite a few left of the spammy pins still available after I'd done a ton (with several 'false' caps thrown in) but it just quit letting me accept any, but no cap-type message. So I don't know if that was...ok I don't know what that was, their version of a cap, or something broken or what.
