I'm not sure what your deeper beliefs are, but taking this statement on its face, ending a life can be just as pragmatic as throwing a person in prison can be. The world can't be summed up in simple proverbs (which all too often conflict with other proverbs).

The average person doesn't want to go to war and fight other human beings. They feel like they have no choice. They are being told that their way of life is threatened by "monsters" or "devils".
Education is much more difficult but in the long run better to stop fighting.
Show them that we are real people just like them. Tear down the walls and words that divide us into groups. No "us" vs. "Them". We are all human.
If we go and kill all of them, it will just cause their children to grow up hating us, and they will come to kill us, it will be a never ending spiral.

The hard part is implementing it. When people are hurt and angry, they don't want to take the time to think rationally. They just want to react.

Oh those things are horrible and they aren't even any more secure, they are just supposed to make us all feel warm and fuzzy (and like our card got declined).
