You might be limiting yourself with this attitude and it might be related to your mturk struggles you've posted about recently. Not all "not 4+ TO" HITs are bad.

You can set minimum pay TO to 3 and above. I wouldn't recommend though, since a lot of TO reviews are...questionable.
