No, if you know German you can do the one but not the other for only Germans. There are 2 different hits up.

My understanding is that the one in English is only for people living in Delaware (before I think they had one that excluded only delaware...no clue why)
The other one, you are supposed to take only if you know German, though there isn't really a qual otherwise.
Edit: also just realized it said DE not US-DE, which ok i have no idea.
