The point is, he *does* hard block and these are broken hits.

It is obvious they are broken, anyone submitting is deserving of getting a hard block. I feel sorry for them but what can I say? Common sense is important. If the video isn't loading and someone repeat clicks submit on a batch of hits making his pay like 100 dollars an hour, then he should know he's going to get the bad end of the stick.
