Do you have MTurk Suite with accept next checked turned off (X)? It will automatically uncheck the accept next box when you submit HITs.

Thanks I did that and that didn't work. I even restarted my computer and it's still doing it. So frustrating.

The only thing I can recommend is using a restore point, or figuring out what's eating your resources in your task manager and troubleshooting from there.
