I think they mean that if an area is fenced in and part of the store, include it, but don't include the parking lot, unless it's fenced in, which I've not seen at retail stores.Yeah, I noticed that as well.
The HITs say this:
"Polygons should NOT contain/cover parking lots or any areas outside the building and its associated fenced-in outdoors sections."
but then the other instructions say this:
"Include parking lots and fenced-in outdoors sections of buildings within the polygon."
The examples they show with the images do not have the parking lot included. So, that's what I've been doing. Only tried out a few of them, so we'll see.
They specifically mention a retailer (home depot or lowes), and the gardening center. Include that, but not the parking lot where customers park...at least that's how I took it.
